Institutional GBA+ Capacity
- In August 2019, the Impact Assessment Act came into force. The Act includes a requirement that all impact assessments of designated projects include gender-based analysis plus (GBA+) in their assessment. To meet this requirement, the Agency has developed guidance and tools to ensure that GBA+ considerations are included in project assessments that then lead to decision-making.
- The Agency is required to conduct a GBA+ on proposals that go to Cabinet (i.e., as part of the Memorandum to Cabinet development process). As such, the Agency carries out a GBA+ on any of the projects that require a Governor-in-Council decision as to whether the project is in the public interest. The Agency’s External Relations and Strategic Policy Sector is the office of primary interest on the GBA+ work conducted in the context of supporting Memoranda to Cabinet.
- For project-level impact assessments, the Vice President of Operations is ultimately responsible for GBA+ implementation. For strategic policy and Cabinet-related work, the Vice President of External Relations and Strategic Policy is ultimately responsible for GBA+ implementation.
- Information on project-level impact assessments, including GBA+ information, is publicly available on the Agency’s Registry.
- The Agency has 0.5 FTE dedicated as a GBA+ focal point within Strategic Policy. The Agency does not have a GBA+ Responsibility Centre. Across the Agency, there are staff with GBA+ expertise who work to integrate this analysis into their work (e.g., in the Operations, Crown Consultation, and Training divisions).
