Institutional GBA+ Capacity
- The Impact Assessment Act requires that all impact assessments of designated projects include gender-based analysis plus (GBA+) in their assessment. To meet this requirement, the Agency ensures that GBA+ is integrated into project assessments that then lead to decision-making.
- The Agency is required to conduct a GBA+ on proposals that go to Cabinet (i.e., as part of the Memorandum to Cabinet development process). As such, the Agency carries out a GBA+ on any of the projects that require a Governor-in-Council decision as to whether the project is in the public interest. The Agency’s External Relations and Strategic Policy Sector is the office of primary interest on the GBA+ work conducted in the context of supporting Memoranda to Cabinet.
- The Agency also participates in an interdepartmental GBA+ committee led by Women and Gender Equality Canada (WAGE). The objective of this committee is to facilitate a common understanding of GBA+ and to support its consistent implementation throughout the federal government. Participation by the Agency ensures that these best-practices are implemented in the Agency’s work.
- For project-level impact assessments, the Vice President of Operations is ultimately responsible for GBA+ implementation. For strategic policy and Cabinet-related work, the Vice President of External Relations and Strategic Policy is ultimately responsible for GBA+ implementation.
- Information on project-level impact assessments, including GBA+ information, is publicly available on the Agency’s Registry.
- The Agency has 0.5 FTE dedicated as a GBA+ focal point within the Science Policy Division, External Relations and Strategic Policy Sector. The Agency does not have a GBA+ Responsibility Centre. Across the Agency, there are staff with GBA+ expertise who work to integrate this analysis into their work (e.g., in the Operations, Crown Consultation, and Training divisions).
- Initiatives being undertaken by the Agency in advancing GBA+ departmental capacity include:
- Project Review (ongoing): The Agency will continue to review project descriptions and impact assessment statements, to monitor the quality of GBA+ in project-level assessment as required by the Impact Assessment Act.
- Memoranda to Cabinet (MCs) (ongoing): As projects move to the decision-making phase with Cabinet or Governor-in-Council, the Agency will continue to prepare MCs that include GBA+ analysis to ensure that decisions are informed by GBA+.
- Training and Guidance Publication: In addition to its available guidance, the Agency will continue to update and amend guidance as best practices in GBA+ evolve, and practitioner needs evolve under the IAA. The Agency will also continue to provide advanced, technical training on applying GBA+ under the IAA for Agency staff.

Which ones? The inclusion of GBA+ requirements in the impact assessment of major projects has the potential to have impacts on the Economic Prosperity pillar and the Gender-based violence pillar. While the downstream impacts of the impact assessments are the responsibility of the project proponents, the inclusion of GBA+ in the assessments may support the following indicators:
Major projects provide many employment opportunities. The inclusion of GBA+ in the assessment of these opportunities is intended to prompt action to work towards more equitable benefits. If projects are approved, the Agency can seek commitments from proponents to diverse hiring practices. For the gender-based violence pillar – it is expected that the inclusion of GBA+ in impact assessment may support the following outcome:
If projects are approved, the Agency can seek commitments from proponents to ensure that appropriate safeguards are in place to create harassment free workplaces. b. Does this program collect sufficient data to enable it to monitor and/or report program impacts by gender and diversity (GBA+)? Yes c. If no, please describe what actions are being taken to enable future monitoring or reporting of the program’s impacts by gender and diversity. d. If yes, please describe (as relevant) any notable initiatives to expand the program’s capacity to report on impacts by gender and diversity in the future. The Agency will compile GBA+ data, as submitted by a proponent throughout the impact assessment process, to the Canadian Impact Assessment Registry. The Registry is a public website where proponent reports, public comments, and other documents relevant to the impact assessment of a designated project are stored. Included in these documents is the GBA+ and supporting data, which will vary in depth depending on the scope of the project and data available, but at a minimum will include sex disaggregated health, social, and economic data, and supporting data by identity factors such as age. Funding is allocated for the development of tools to support gendered impact assessments, including the development of a mobile App (Oxfam funding). |
