Public comment period: draft Policy Framework for Regional Assessment under the Impact Assessment Act

The Impact Assessment Agency of Canada (the Agency) is seeking comments on a draft Policy Framework for Regional Assessment under the Impact Assessment Act (the Policy Framework).

The comment period is open from December 12, 2022 to February 28, 2023.

What is a regional assessment under the Impact Assessment Act?

Regional assessments allow the Government of Canada to go beyond the scope of typical impact assessments that are focused on specific projects to understand the regional context where development occurs, and to consider the management of effects from a regional perspective.

A regional assessment under the Impact Assessment Act (the Act) analyses the effects of multiple existing and future physical activities in a specific geographic region. Effects considered in a regional assessment can include environmental, health, social and economic effects, including cumulative effects and impacts on Indigenous Peoples and their rights. Its main objective is to improve the effectiveness and efficiency of future federal impact assessment processes and decisions.

What is the benefit of a policy framework for regional assessments?

The Policy Framework will be helpful for those involved in regional assessments, including the Agency or committees established by the Minister of Environment and Climate Change, as well as federal departments and agencies, other jurisdictions, Indigenous Peoples, stakeholders, and the public as it will support the planning and conduct of regional assessments under the Act. More specifically, it will outline key elements, principles and a general process for conducting these types of assessments.

The Agency welcomes comments from anyone who has interest in the Policy Framework for Regional Assessment under the Impact Assessment Act.
