Gender-based Analysis plus
Section 1: institutional GBA Plus governance and capacity
Governance
The NBC has designated the General Manager, the Secretary, as the contact person for ACS Plus. The General Management team is responsible for preparing the information related to ACS Plus in the various annual reports.
Capacity
The NBC does not have the resources to conduct data analysis and therefore to devote staff to ACS Plus.
The NBC continued to recommend the ACS Plus online course to managers and employees in key sectors (e.g. managers, human resources managers) and to make the training accessible to all employees by posting it on the Intranet.
The NBC has continued to ensure that various identity factors - such as gender, age, Aboriginal origin or identity, living with a disability, etc. - are taken into account when developing projects and creating or updating services and activities.
Section 2: gender and diversity impacts, by program
Core responsibility: Conservation
Program name: Maintenance of infrastructure and security
The NBC has ensured that its real estate and heritage assets are repaired and restored, to the greatest extent possible, according to a universal concept, in order to meet the needs of every individual, regardless of age, size or physical ability. During construction work, the NBC took into account accessibility recommendations with a view to improvement.
Program goals: The infrastructure maintenance and security program is aimed in particular at protecting natural, cultural and heritage assets, so that the NBC can offer users - regardless of their income, gender or age, etc. - free and safe access to Battlefields Park, which is an island of nature and freshness in an urban environment, as well as a place to practice many sports. In so doing, the NBC contributes to reducing social isolation and creating a healthier environment.

The NBC has maintained and developed its offer of adapted educational activities for newcomers, students in immersion in one of the two official languages, people living with a physical or mental disability and groups with learning difficulties and will promote and disseminate activities for groups in special education (website and social media).
Similarly, the NBC has maintained free access to the Plains of Abraham Museum for groups in francization, holders of the cultural pass for new immigrants and those accompanying disabled persons.
The NBC also continued to offer two activities free of charge to deaf or hard-of-hearing students from a specialized school in the Quebec City area, and to offer certain activities free of charge to economically disadvantaged groups to improve accessibility.
The Kéroul accessibility certification remained in force (a non-profit organization) whose actions aim to make tourism and culture accessible to people with restricted physical ability.
The NBC has taken initiatives to enhance the general public's experience at the EdwinBélanger stand, including improving universal accessibility by maintaining a section dedicated to people with reduced mobility.
The NBC has also maintained two inter-institutional agreements with Tourisme Autochtone Québec and the Huron-Wendat Museum, which favour the exchange of best practices, services and promotion.
The NBC has contributed to increasing diversity for this program by presenting an inclusive cultural and historical offering, as evidenced by the following initiatives:
- Updated the information conveyed in certain group activities, in particular The Voyageur;
- Had the content of the Battles exhibit evaluated by an aboriginal historian;
- Highlighting the role of women and Aboriginal peoples in Canada in the NBC's activities, enhancement projects and historical publications, in order to promote gender equality and the equality of peoples (e.g. integration of the Aboriginal warrior Atiatonharongwen);
- Continued to present performances by artists from diverse cultural, ethnic, racial and linguistic communities at the Edwin-Bélanger Bandstand;
- Posting a map of Aboriginal Quebec on a column in the entrance hall of the Plains of Abraham Museum, in partnership with Tourisme Autochtone Québec, starting in October 2023;
- Making Tourisme Autochtone Québec's Origin(e) magazine available to the public, starting in October 2023.
