Backgrounder: Canada drives lower bills and cleaner energy in Quebec, British Columbia, Nova Scotia and Prince Edward Island

On June 29, 2026, the Honourable Julie Dabrusin, Minister of Environment, Climate Change and Nature, and the Honourable Tim Hodgson, Minister of Energy and Natural Resources, announced the roll-out of the Canada Greener Homes Affordability Program in four new jurisdictions: Quebec, British Columbia, Nova Scotia and Prince Edward Island. This will help Canadians in these provinces undertake no-cost home retrofits that will lower their energy bills, strengthen energy security and support Canada’s long-term economic growth and competitiveness while advancing climate action.

CGHAP provides no-cost home energy retrofits — including upgrades such as heat pumps, insulation and air sealing — to low- and median-income homeowners and tenants to help households save energy and reduce monthly utility costs. The program is delivered through partnerships with provincial governments, utilities and program delivery organizations that have established expertise in serving households and delivering energy efficiency programs.

Federal Investments

Recipient: Ministère de l’Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs (MELCCFP) (Quebec)
Funding amount: $172.5 million (Government of Canada) + $9.7 million (Quebec MELCCFP) + $61.3 million (Hydro-Québec) = $243.5 million (total funding)
Description: This funding will support no-cost energy efficiency upgrades for approximately 25,000 low- and median-income households across Quebec. Eligible measures include heat pumps, windows, doors and smart thermostats.

Recipient: BC Hydro (British Columbia)
Funding amount: $68.8 million (Government of Canada) + approximately $108.5 million (BC Hydro, including support from the Province of British Columbia) = approximately $177.3 million (total funding)
Description: Funding will support the expansion of BC Hydro’s existing energy efficiency program that provides no-cost retrofits to eligible households across British Columbia. Supported measures include weatherization upgrades and heat pumps. The expanded programming will help close to 6,000 lower-income households in a variety of housing types access significant energy-saving improvements, reducing energy costs and greenhouse gas emissions.

Recipient: FortisBC (British Columbia)
Funding amount: $25 million (Government of Canada) + approximately $20.1 million (FortisBC contribution) = approximately $45.2 million (total funding)
Description: FortisBC’s contribution will support the expansion of energy efficiency programming for eligible households in British Columbia, including dual-fuel heating systems and other energy-saving measures. The investment will help approximately 1,000 households improve energy performance, lower utility costs and reduce greenhouse gas emissions.

Recipient: Nova Scotia Department of Energy (Nova Scotia)
Funding amount: $20 million (Government of Canada) + $6 million (Province of Nova Scotia) = $26 million (total funding)
Description: This funding will expand the HomeWarming and African Nova Scotian Communities Retrofit programs delivered by EfficiencyOne. The enhanced programming will help approximately 1,600 more households access energy efficiency upgrades that improve home comfort, reduce energy consumption and lower utility costs.

Recipient: Province of Prince Edward Island
Funding amount: $11.5 million (Government of Canada) + approximately $3.5 million (Province of Prince Edward Island) = approximately $15 million (total funding)
Description: This funding will support the expansion of Prince Edward Island’s existing Free Insulation Program for income-qualified households. The program helps more than 1,800 eligible homeowners upgrade attic and basement insulation in their primary residences to maximize energy savings and emissions reductions.
