Bill C-33: 7 Reforms to Increase Voter Participation and Electoral Integrity

The Government of Canada has introduced An Act to amend the Canada Elections Act in the House of Commons on November 24, 2016. The Bill includes seven measures that, if passed, would increase voter participation by breaking down barriers to voting while enhancing the efficiency and integrity of our elections.

The topic of the day is mental health and well-being. I am not an expert by any means, but I have seen the efforts over the last few years of the public service as the largest employer in the country to catch up with the societal trend to deal with mental health and wellness issues. I am very pleased with the progress we have made but there is so much more that we need to do. So today, we can certainly talk about that; or we can talk about the world of EXs; whatever you like.

I am very proud to be here today as Clerk. Like many of you, I got a new job this year and mine has three hats. I like being deputy minister to the Prime Minister – it's pretty cool many days – and I like being Secretary to the Cabinet and sitting in the corner. But I'm especially pleased to be statutorily Head of the Public Service and to be an ambassador and a spokesperson for this wonderful institution. And to be here and celebrate your personal accomplishments in getting into this community and to collectively celebrate who we are and what we do makes me especially proud. I think that today’s celebration is important for all kinds of reasons. It is a reminder of the important role of an institution, an organization, a group of men and women and the service they give to their country and how important that is to the country. The Governor General has talked about this eloquently on many occasions. It is a particularly unique relationship between the people that Canada elects to make decisions and make laws, and the people that support them in making those decisions and serving Canadians through programs, services, regulations, and representation abroad. It’s a precious legacy and one which we have to continue to work hard to pass on to future generations of public servants and of Canadians. So these moments come too rarely to celebrate what we do, who we are, what we contribute to the country.
