Her Honour The Honourable Judy Foote, Lieutenant Governor of Newfoundland and Labrador presented the awards on behalf of Her Excellency the Right Honourable Julie Payette, Governor General of Canada and Honorary Chief Commissioner of the Canadian Coast Guard.
