Executive Director General: Daryl Churney

Daryl Churney was appointed Executive Director General, Parole Board of Canada on April 3, 2018.

Mr. Churney began his career with the then Department of the Solicitor General of Canada in 2001 and has developed extensive experience in criminal justice public policy, legislative reform, litigation management and strategic policy and governance.

In 2011, Mr. Churney was appointed Director, Corrections and Criminal Justice at Public Safety Canada where he led more than three dozen major law reform projects on matters including the Canadian Victims Bill of Rights, the international transfer of offenders, reporting obligations on sex offenders and various institutional and community corrections issues. Mr. Churney was Co-Chair of the Federal/Provincial/Territorial Working Group on High-Risk Offenders and supported numerous initiatives related to the intersection of mental health and justice, as well as community reintegration measures for low-risk offenders. He worked closely with the Correctional Service of Canada, the Parole Board of Canada and the Office of the Correctional Investigator on all aspects of the corrections and conditional release system.

In 2015, Mr. Churney was appointed Director, Portfolio Policy and Governance at Transport Canada where he managed the relationship with three federal Crown corporations, as well as other shared governance organizations and administrative tribunals. He managed the recruitment and selection process for senior personnel (Chairpersons, Presidents and Chief Executive Officers and Boards of Directors) across 54 portfolio organizations. Mr. Churney also worked closely with a number of Indigenous communities across Canada on land claim matters, border crossing and security issues and the management of government assets.

Mr. Churney has appeared as an expert witness before committees of the House of Commons and the Senate. He has extensive experience working with GIC appointees, Minister’s Offices, parliamentarians and voluntary sector partners active in criminal justice.

Mr. Churney holds a Bachelor of Arts in Political Science from the University of Western Ontario, a Master of Arts in Legal Studies from Carleton University and a Certificate in Executive Leadership from the Institute on Governance.
