From Blueprint to Beyond2020

In 2013, the Government of Canada launched Blueprint 2020 — a vision for world-class Public Service equipped to serve Canada and Canadians now and into the future. So, how did we do?

Blueprint 2020 set out to seek employees’ views on how to be more nimble, innovative, and connected to better serve Canadians.

We engage employees at all levels.

So how did we do?

We put people with different experiences, backgrounds, and skill sets into the same room to test, and find solutions to big problems.

We created opportunities for you to develop and learn from your leaders.

And speak with senior leaders openly and honestly in monthly virtual chats from anywhere across Canada and around the world.

We listened, we learned, and we continue to reimagine the GC workplace to be more collaborative and mobile.

We made learning free, and available to you anytime and anywhere.

And with GC Tools, we made it easier to find the resources and people you need, inside and outside the public service.

The Innovation Fair? That’s us too. Since 2015 we’ve shared your innovation stories, challenges and achievements across the country.

In the face of challenges, the creativity and dedication of public servants continues to drive us.

We built momentum. Now it’s time for deeper change. We have to look beyond 2020.

But most of all, we need you.

Leaders at all levels.

Change agents.

And resilient optimists to build the Public Service of the future. Join us.

A great deal has been accomplished across the Public Service, but what was most remarkable in achieving this vision, was the efforts of individual public servants working together to drive change. 

Since embarking on the Blueprint 2020 journey, Canada’s Public Service has been recognized internationally:

  • The most effective public service in the world (InCiSE, 2017)
  • 97th percentile in Worldwide Governance Indicators (World Bank, 2017)
  • Ranked #1 in the world on Open Data (Open Data Barometer, 2018)

Although international benchmarks have been hard-earned, there are a great many challenges that persist. We must build on our successes and redouble our efforts to unlock the sticking points preventing us from fully leveraging our talents. We have more work to do to invoke deeper change in how we collectively work. Because what makes us a model of an effective Public Service is our willingness to take a hard look at ourselves and look for ways to be better. Because renewal is continuous.

Welcome to Beyond2020 

This is the basis of Beyond2020 — which is about how we collectively adopt mindsets and behaviours to build a more agile, better equipped, and a fundamentally more inclusive Public Service.

While much of Blueprint 2020 was focused on rewriting rules and policies, the central focus of Beyond2020 is to rethink our collective mindsets and behaviours. It’s not just about engaging employees on how to invoke change, but empowering them to do so — wherever they are. We are moving beyond creating new committees, to converging and amplifying the efforts of our communities. 

Finally, it’s about customization. Central to our success lies in the fact that Beyond2020 is flexible and sensitive to unique organizational, individual and regional realities.

Blueprint 2020 gave public servants a license to innovate, and made us more engaged than ever. But now it’s time to look beyond.

We need to transform engagement into empowerment.

We need to move from creating new committees to amplifying our communities.

We need to move beyond rewriting rules to rethinking our mindsets and behaviours.

We need a Public Service that’s agile:

  • Moving people, resources, and information quickly
  • Embracing experimentation by testing and building solutions

We need a Public Service that’s inclusive:

  • Bringing diverse perspectives and diverging opinions to the table
  • Developing ideas and co-creating with input from across and outside government

We need a Public Service that’s equipped:

  • Exploring new tools, technology, and ways of working
  • Prioritizing continual learning and development

So how do we get to Beyond2020?

A winding roadmap that sets out the steps to achieving the vision of the Beyond2020 framework.

Step 1: Explore Beyond2020 opportunities

Departments, communities, and regions will examine Beyond2020 areas of focus that they can advance. Through Champions meetings, internal discussion tables, and various points of outreach and engagement across Canada, groups will have the opportunity to create a meaningful dialogue around public service renewal.

Step 2: Set your priorities & customize your approach

Following organizational review on status, departments, communities and regions identify the priority areas in advancing Beyond2020. Organizations are encouraged to customize their approaches, be it choosing to focus on all three areas of focus and all nine outcomes, or hone in on a single area of focus and several outcomes.

Step 3: Measure your progress

To get started, we identified PSES questions that are aligned to three areas of focus and will help to determine how organizations are performing in their efforts to advance Beyond2020. A performance dashboard and index will be made available online, allowing organizations to review and compare their performance and improvements.

Step 4: Share your stories 

Organizations and individual public servants will be encouraged to share the stories of the activities, experiences, challenges, solutions and progress they make in advancing Beyond2020. These stories will serve as a catalyst for organizational learning, uncover potential opportunities for collaboration, continue to drive momentum, and inspire greater success in bringing Beyond2020 to life.

  • Join a functional and/or horizontal community
  • Contact your departmental Champion to propose or participate in activities
  • Check the #GC2020 Twitter feed 
  • Promote your department or agency. Send stories on how your organization is agile, inclusive and equipped. They may be featured on the Clerk’s website or next annual report or be posted on social media.
  • Discuss within your team and/or your manager how your unit can become more agile, inclusive and equipped.
