LHHR 15-14: Public Service Commission executive assessment tools aligned with the new Key Leadership Competency profile

The Public Service Commission of Canada’s (PSC) executive assessment tools for selection and development will be aligned with the new Key Leadership Competency profile (KLC 2015) implemented by the Office of the Chief Human Resources Officer. These tools will be available for use by federal organizations on January 1, 2016 and include:

For the director level:

  • Simulations for the Selection of Executives (SELEX)

For the director general level:

  • Simulation Exercise for Senior Executives, Level 3 (Simulation EX-3)

For all executive levels:

  • 360-degree feedback
  • Career Achievement Record (CAR) – available as of November 16, 2015

Scores obtained before January 2016 on the SELEX and the Simulation Exercise for Senior Executives, Level 3 will continue to be valid under the new KLC 2015.

KLC 2015 sets out the fundamental expectations of leadership within the federal public service. It was reflected in performance agreements and learning plans as of April 1, 2015 and integrated into executive talent management in September 2015. The executive selection process will encompass the new KLCs as part of the Executive Group Qualification Standard.
