The Public Service Commission (PSC) is making additional enhancements to the Priority Information Management System (PIMS) to further support organizations in the effective and efficient administration of priority entitlements. 

Following recent consultations with stakeholders, including the Priority Administration Community of Practice, the PSC is implementing two important changes to PIMS, anticipated for November 5, 2013:

1. Selection of up to two experience codes in a priority clearance request (pilot)

Currently, organizations can choose one experience code per clearance request to indicate the type of experience that is required to do the job. The new feature will allow PIMS users to select up to two experience codes when completing a request for priority clearance. This enhancement is expected to result in a better match between the requirements of the position and the experience of the priority person, leading to more accurate referrals.

This new feature will be piloted until the end of April 2014. Further changes to this feature may be added, based on feedback received at the end of this period.

2. Priority referrals management tool

In one easy step, PIMS users will be able to generate an Excel spreadsheet containing the names, contact information, and referral results of all priority persons referred by the PSC. Housed within the Priority Referral Feedback Form in PIMS, the list in Excel will be sorted alphabetically by name and by priority type/order of precedence, as established in the Public Service Employment Act and the Public Service Employment Regulations

PIMS users will be able to generate an updated list at any time to verify whether any changes to priority entitlement types/order of precedence have occurred since the referral list was sent to the organization, including a person’s change in priority status (e.g., surplus to lay-off), as this may have an impact on how entitlements are applied.

This new tool will facilitate the tracking of assessment results and respect for the order of precedence of entitlements. It does not replace the need to formally report the referral results via the Priority Referral Feedback Form in PIMS for all priority referrals.

Implementation support

Training sessions via WebEx were provided to the Priority Administration Community of Practice on September 19, 2013. Additionally, a training site URL was shared with session participants to allow PIMS users across organizations to familiarize themselves with the new functionalities. The training site will remain active for two weeks following implementation (anticipated until November 19, 2013) to accommodate organizational training needs.

The PIMS Support Centre (available only to Publiservice clients) and Guide on Priority Administration will also be updated to reflect the enhancements and provide further guidance.
