Description
Since 2018, the Government of Canada has been working to update human resources (HR) and pay systems used across the federal public service. A central project of this work is the development and implementation of Dayforce, a solution that will eventually replace Phoenix and MyGCHR. The Definition Phase of this project aims to configure Dayforce to meet government business needs, laws, and policies. This phase also includes verifying that Dayforce meets privacy and security requirements, testing it to make sure that it works at a large scale, and helping organizations prepare to start using it.
Why a privacy impact assessment was completed
The Definition Phase requires the use of large quantities of personal information to do tests and verifications for a new government-wide HR and pay system. PSPC determined that the risks involved in these activities justified completing a privacy impact assessment (PIA).
Additional information
This PIA identified 12 risks and 3 compliance issues related to the activity.
Most risks relate to limiting the collection, use, and disclosure of personal information to the strict minimum necessary to reach to goals of the activity, as well as to protecting the information throughout the project.
Six of these risks were already addressed properly before the assessment. All remaining risks are planned to be addressed properly by the beginning of the next phase of the project in June 2026.
One of the compliance issues relates to the activity itself and is planned to be corrected by June 2026. The other 2 issues concern internal policy updates and publishing requirements. They are planned to be fully addressed by June 2027.
