SWLN51 - Termination of the Export Charge Imposed under the Softwood Lumber Products Export Charge Act, 2006
The Softwood Lumber Agreement, 2006 is set to expire on October 12, 2015. The purpose of this notice is to inform exporters that the Minister of National Revenue will recommend a regulation to the Governor in Council, which will declare that charges on exports of softwood lumber products to the United States set out in sections 10 to 15 of the Softwood Lumber Products Export Charge Act, 2006 will cease to be in force on October 13, 2015.
Nothing in this document should be taken as a representation by the Canada Revenue Agency that the regulation will be made as proposed.

The Softwood Lumber Agreement between the Government of Canada and the Government of the United States of America (the Agreement) came into force on October 12, 2006 for an initial term of seven years and was subsequently extended for two additional years. This agreement contains a number of border measures, including an export charge on covered softwood lumber products originating in Canada and exported to the United States.
The Canada Revenue Agency administers and collects the export charge under the authority of the Softwood Lumber Products Exports Charge Act, 2006. The Act was introduced as part of Canada’s obligations to ensure compliance with the articles of the Agreement that impose a charge on covered exports. It also includes specific provisions for the suspension of the export charges when the Agreement is due to expire on October 12, 2015.
Terminating the export charges
The Minister of National Revenue will recommend a regulation to the Governor in Council, which will declare that charges on exports of softwood lumber products to the United States set out in sections 10 to 15 of the Act cease to be in force on October 13, 2015. The effect of this regulation would be to formally remove these export charges.
