On March 26, 2026, Bill C-15 received Royal Assent. This means that businesses can now apply for the Clean Electricity ITC and it expands previously enacted credits. Welcome to the second edition of the Clean Economy Investment Tax Credits (ITCs) quarterly newsletter where we bring the latest and most relevant information about the clean economy landscape directly to your mailbox.
Latest news
What Bill C-15 means for Clean Economy ITCs
The recent passage of Bill C-15 brings the Clean Electricity ITC into effect and enhances three of the previously enacted ITCs.
The newly legislated Clean Electricity ITC is a refundable tax credit of up to 15% of the capital cost of eligible clean electricity property such as solar panels or wind turbines. The new ITC is available, retroactively, for property purchased and available for use on or after April 16, 2024 as long as the project’s construction began after March 28, 2023. It also expands certain eligibility requirements such as to allow provincial and territorial Crown corporations to apply for the credit.
In addition, Bill C-15 extends full credit rates for the Carbon Capture, Utilization, and Storage ITC an additional five years until 2035.
The legislation also expands the eligibility, retroactively, for the following ITCs:
- The Clean Technology ITC now includes systems that produce electricity and/or heat from waste biomass.
- The Clean Technology Manufacturing ITC now includes qualifying equipment used in eligible polymetallic mining projects and expands the list of critical minerals eligible for the credit.

Web page updates
We are committed to continually improving our web pages to make sure they are providing you with everything you need to know. In the past few months we have made the following changes:
- Our labour requirements for workers webpages now include additional clarity on when labour requirements apply, what they mean to workers, and how to report non-compliance.
- Our Carbon Capture, Utilization, and Storage (CCUS) Investment Tax Credit webpages now provide clearer guidance about your reporting responsibilities after claiming the ITC.
Did you know…
Clean Technology ITC claim trends
As we receive more Clean Technology ITC claims, some recurring trends and common issues have emerged. Here are some tips and tricks to keep in mind when submitting a claim:
- If you are claiming the credit through a partnership, confirm your partnership agreement matches how the ITC will be shared among partners in your ITC claim.
- You cannot claim electric road vehicles, including electric bikes for the Clean Technology ITC.
- Property that is for personal use does not qualify for a Clean Economy ITC credit.
Strengthening and expanding partnerships
Stakeholder engagement
In 2026, we are continuing to work closely with stakeholders, other government departments, and potential claimants to deliver educational sessions designed to increase awareness of the ITCs. Most recently we’ve collaborated with sustainable Canadian real estate companies, Natural Resources Canada (NRCan), Invest in Canada, and Environment and Climate Change Canada.

Budget 2025
Budget 2025 announced several changes to the Clean Economy ITCs to ensure they remain competitive and effective in attracting investment and well-paying jobs to Canada.

Web page updates
We are committed to continually improving our web pages to ensure they remain up-to-date, accurate, and accessible. In the past few months, we have updated and refined the Clean Economy webpages, including:
- Updating our labour requirements for incentive claimants web pages to include clearer guidance on when labour requirements apply, what records to keep, and information on the consequences of non-compliance
- Publishing Schedule 78, Carbon Capture, Utilization, and Storage Investment Tax Credit, which is used to calculate your CCUS ITC
Dos and don’ts for claiming the Clean Technology ITC

As the volume of Clean Technology ITC claims continues to increase, we have identified some recurring trends and common issues. Here are some dos and don’ts to help ensure a smooth and timely review of your Clean Technology ITC claim:
Do…
- Ensure the property you are claiming was acquired and available for use on or after March 28, 2023
- Ensure you disclose all government or non-government assistance you have received
- Ensure you are paying covered workers according to the appropriate collective agreement that applies to them, if you are electing to meet the labour requirements
- Go to canada.ca/clean-economy-credits for all the up-to-date information you need to submit a complete and accurate claim
Don’t…
- Claim property that is intended for personal use
- Rely on others to keep appropriate supporting documentation to confirm you have met the labour requirements

Stakeholder engagement
Throughout the year, we worked closely with stakeholders, other government departments, and potential claimants to deliver educational sessions designed to increase awareness and uptake of the ITCs.
In January 2025, we partnered with Environment and Climate Change Canada to provide their stakeholders with an overview of the ITCs. We are scheduled to meet with them again in January 2026 to deliver a one-year update on the ITCs.
In December 2025, we partnered with Natural Resources Canada (NRCan) to share a one-year update at the Canadian Tax Foundation’s 77th Annual Tax Conference in Calgary, Alberta.
Engagements with international and domestic companies
Through our partnership with Invest in Canada, we have provided one-on-one information sessions to companies from the Netherlands, Italy, the United States, and Canada. These sessions are typically tailored for companies with established project plans seeking to understand how the ITCs align with their objectives.
Canada Climate Week Xchange
In collaboration with Chartered Professional Accountants Canada, we presented a “one year in” session, as part of Canada Climate Week Xchange, in November 2025. This free session was open to the public, and drew over 1,100 participants.
