Multi-Interest Advisory Committee: Terms of Reference
Purpose of the Multi-Interest Advisory Committee on Environmental Assessment (MIAC or the Committee):
MIAC will provide advice to the Minister of Environment and Climate Change Canada (the Minister) and the Canadian Environmental Assessment Agency (the Agency) on matters related to environmental assessment; specifically, to inform potential regulatory, legislative, policy and guidance changes and implementation.
In order to achieve this, MIAC will, in accordance with its operating procedures (as amended from time to time):
- Articulate to the best of its ability the points of view and perspectives of its members in order to provide advice, on the basis of their individual perspectives informed as possible by the interests present, to the Minister and Agency on matters related to environmental assessment including related issues linked to other areas of Federal jurisdiction.
- Seek the consensus of its members on the challenges and opportunities related to environmental assessment processes, related law and regulations, and supporting guidelines and policies. Where consensus is not achieved, MIAC will illustrate the range of perspectives for consideration in developing options and solutions.
- Respond to direction from the Minister and the Agency, as well as taking its own initiative to identify through the Chair any other areas that should be addressed.
The Committee membership will include equal representation from Indigenous peoples (designated by the Assembly of First Nations, Metis National Council, and Inuit Tapiriit Kanatami), industry associations, and environmental non-governmental organizations, as well as observers from federal and provincial government departments and agencies.
Members’ appointments will be confirmed by the Minister.
The Committee’s mandate will commence immediately and continue until the environmental assessment reforms have been introduced, at which time the need and structure of the committee will be reviewed.
The Committee will be chaired by the Agency’s Vice-President of Policy Development.
The Agency will provide secretariat support to the Committee.
Amending the Terms of Reference
The Terms of Reference for the Committee may be amended at any time by the Minister.
