September 2019 - Annual Review of the Canada Revenue Agency's Training Videos

The Office of the Taxpayers’ Ombudsman has conducted its annual review of the Canada Revenue Agency’s (CRA) inventory of training videos relating to interacting with the public to determine whether they respect the Taxpayer Bill of Rights.

Background

In May 2012, the Honourable Gail Shea, then Minister of National Revenue, requested that my Office review all CRA training videos relating to interacting with the public in use at that time to verify whether they respected the Taxpayer Bill of Rights. She also requested the Ombudsman review all future training videos relating to interacting with the public to provide assurance that they continue to respect the Taxpayer Bill of Rights.

Findings

Initially we reviewed the “Learning products with video” webpage, a webpage created by the CRA to facilitate our annual review.Footnote  We found there were no new videos relating to interacting with the public. However upon confirming our findings with the CRA, we were informed there were, in fact, three videos that had not been added to the webpage because they were not a part of a CRA training product or course, rather they were part of specific job aids.Footnote 1

We reviewed the videos provided and determined they respect the Taxpayer Bill of Rights. As a result, I do not have any adverse findings to report for this period. I recommend, however, that all new training videos relating to interacting with the public be posted to the “Learning product with video” webpage, whether the CRA deems it to be part of a training product, course, job aid, or any other such tool.

Next steps

My office will continue to review the CRA’s inventory of training videos annually. The next report will be sent to you in September 2020.
