Description
The proposed amendment would remove the requirement for Treasury Board approval of the timing and amounts of advance payments to reduce the burden on departments that is associated with administering large contracts.
The proposed amendment would require three coordinating amendments to remove the permissive clauses regarding advance payments and progress payments, and to remove the definitions of these terms.
The proposed amendment would make technical changes to update the title of the Intelligence Commissioner, and to replace the terms “fournitures” and “marché de travaux publics” in French with “biens” and “marché de construction” to align with the terms that are used in the federal government’s procurement policies and in Canada’s trade agreements.
The proposed amendment would add an exclusion for professional services contracts when engaging expert witnesses and when contracting for services to implement settlement agreements in class action lawsuits.
