Calculation of Service for the payment of the Transition Support Measure

This bulletin provides departments and agencies of the Core Public Administration with a revised Treasury Board of Canada Secretariat interpretation regarding years of service for the payment of the Transitional Support Measure.
The Treasury Board Secretariat was asked to review its current interpretation and determined that all service, whether continuous or discontinuous, shall count for the purpose of calculating the Transitional Support Measure.
This interpretation applies to the Workforce Adjustment Directive and to collective agreements where the Transition Support Measure is described as "a cash payment based on the employee's years of service" in the definitions.
Payments for employees governed by instruments of authority with this language are to be revised accordingly, based on continuous/discontinuous service. For greater certainty, this interpretation does not apply to employees subject to the Public Service Alliance of Canada (PSAC) collective agreements as the Transitional Support Measure is derived from their continuous employment.
