Subject to the approval of the Treasury Board, to supplement other appropriations and to provide for miscellaneous, urgent or unforeseen expenditures not otherwise provided for, including grants and contributions not listed in the Estimates and the increase of the amount of grants listed in these, where those expenditures are within the legal mandate of a government organization, and authority to reuse any sums allotted and repaid to this appropriation from other appropriations

Authority to Increase Grant Payments

This allocation enables Canadian Institutes Health Research to enter into grant agreements and provide timely payments in support of planned research activities for the grant entitled "Canada First Research Excellence Fund". This allocation, in an amount up to $16,246,614, is provided to those institutions that were successful in the first Canada First Research Excellence Fund competition. The purpose of this grant is to help Canadian post-secondary institutions excel globally by providing large-scale grants to research projects that enable recipients to position themselves as world leaders in their field, increasing their ability to produce innovative and cutting-edge research and attracting elite talent including both researchers and students.

Foreign Affairs, Trade and Development

Funding to implement the Government's response to the Syrian refugee crisis

This allocation allows Foreign Affairs, Trade and Development to meet expenses, up to $9,138,618, in support of the re-settlement of Syrian refugees to Canada. The funds support diplomatic and bilateral engagement with Lebanon, Jordan and Turkey and increased capacity at Canada's missions abroad to aid the re-settlement effort. As a common service provider for the Government, the Department is responsible for accommodation services, safe transportation at processing sites, security training, and security assessments of sites.

Authority to Increase Grant Payments

This allocation enables Natural Sciences and Engineering Research Council to enter into grant agreements and provide timely payments in support of planned research activities for the grant entitled "Canada First Research Excellence Fund". This allocation, in an amount up to $31,234,943, is provided to those institutions that were successful in the first Canada First Research Excellence Fund competition. The purpose of this grant is to help Canadian post-secondary institutions excel globally by providing large-scale grants to research projects that enable recipients to position themselves as world leaders in their field increasing their ability to produce innovative and cutting-edge research and attracting elite talent including both researchers and students.

This allocation enables Social Sciences and Humanities Research Council to enter into grant agreements and provide timely payments in support of planned research activities for the grant entitled "Canada First Research Excellence Fund". This allocation, in an amount up to $1,912,756, is provided to those institutions that were successful in the first Canada First Research Excellence Fund competition. The purpose of this grant is to help Canadian post-secondary institutions excel globally by providing large-scale grants to research projects that enable recipients to position themselves as world leaders in their field increasing their ability to produce innovative and cutting-edge research and attracting elite talent including both researchers and students.

This allocation allows Transport to meet expenses, up to $15,000,000, in support of internal operating commitments, while awaiting the completion of a realignment of its appropriations through a transfer of capital funds to its operating vote.

This allocation allows Veterans Affairs to meet expenses, up to $79,662,000 in support of disability awards, earnings loss and supplementary benefits for Veterans.
