For all submissions to the Treasury Board, use the Treasury Board submission template. The Treasury Board Submission Centre will assign and insert the Treasury Board number when the final, signed and completed submission is received.
Note
Please follow the instructions below for delivering signed submissions electronically to the Treasury Board Submission Centre (TBSC) within the Treasury Board of Canada Secretariat. Your email must:
- be classified as PROTECTED B;
- have the Cabinet Confidences caveat; and
- be encrypted.
If you are unable to send an electronic version of your submission, contact Treasury Board Submission Centre at TBSC-CPCT@tbs-sct.gc.ca.
Once your minister has signed the submission, send the final version and any attachments by encrypted email to the Treasury Board Submission Centre at TBSC-CPCT@tbs-sct.gc.ca. The following should be sent electronically:
- the Treasury Board submission and attachments (Microsoft Word or PDF);
- a scan of the first page (PDF) signed by the responsible minister or ministers.
The original documents are to be sent as follows:
- One (1) unsigned English version of the final submission (Microsoft Word or PDF), including appendices, approved by the responsible minister or ministers;
- One (1) unsigned French version of the final submission (Microsoft Word or PDF), including appendices, approved by the responsible minister or ministers; and
- One (1) bilingual cover page of the final submission (PDF) signed by the responsible minister or ministers.
Note that the original documents and the email should not exceed 20 MB.

If a regulation that needs Governor in Council approval is required to implement an initiative, the necessary Governor in Council submission must be prepared in accordance with:
- the Guide to Regulatory Development and RIAS Writing (for regulations), which can be downloaded from the Cabinet Directive on Regulation GCpedia page; and
- the Process Guide for Governor in Council Submissions (Other than Regulations) (for most orders-in-council).
The submission is prepared on the advice of the Regulatory Affairs analyst assigned to the organization and the Privy Council Office, Orders in Council Division.

House of Commons Calendar
When the House of Commons is in session, the Treasury Board usually sits every Thursday. Organizations planning to present Treasury Board submissions may wish to take the House of Commons sitting calendar into account.
Key Dates
Organizations planning to present some TB submissions, such as those seeking adjustments to budgets, must also take into account the deadlines associated with annual expenditure management or government reporting exercises.
Each year, the Secretariat’s Expenditure Strategies and Estimates Division prepares a Working Tools for Departments, Agencies and Crown Corporations for the fiscal year that outlines the timing of key processes such as the Annual Reference Level Update, the Main Estimates and the Supplementary Estimates. Please note that the timing of some of these events is subject to change based on parliamentary and Treasury Board schedules.
