The Government of Canada IT Senior Strategist pilot program is designed to seek out top-level technical talent to support our mission to transform services across the federal government.

You will have the opportunity to provide in-depth technical advice and guidance on significant transformation initiatives or a complex IT discipline on behalf of a department/agency, to ensure the effective digital delivery of services to internal and external clients and stakeholders. You will enhance your work experience by driving innovative, pathfinding technical solutions to realize service/system transformation and advance digital transformation projects in specialized areas of IT, such as:

  • Benefit Delivery Modernization at Employment and Social Development Canada
  • Digital Platform Modernization at Immigration, Refugees and Citizenship Canada
  • NextGen HR and Pay at Shared Services Canada

We are looking for candidates with skill sets across various disciplines such as solutions architecture, IT/cyber security, cloud, product management, enterprise architecture, digital identity, machine learning/AI/advanced analytics, and critical application development.

Intent of the process

This pilot program will last for two (2) years, starting from the day successful candidates are hired. The hiring mechanism may vary based on the person’s current employment status with the Government of Canada.

There are 20 positions to fill with various language requirements, including both unilingual and bilingual positions.

Essential qualifications

The following education and experience qualifications will be applied/assessed at the initial stage of assessment. Abilities, personality attributes, skills, knowledge and other essential qualifications will be applied/assessed at a later date. To be considered, your application must clearly demonstrate how you meet the essential qualifications (Education and Experience) and the asset qualifications.

Education

  • Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Experience

  1. Significant experienceFootnote ** in one, or a combination of, the following IT areas of specializationFootnote ***:
    • IT/Cyber security
      • Experience providing advice and direction on IT security infrastructure strategic capability gaps and issues, and overall organizational design for Infrastructure Security Operations; or
      • Experience making strategic improvements to security operations and its integration points to service management functions; or
      • Experience making strategic decisions pertaining to security program, architecture, projects and operations; or
      • Experience with:
        • cyber threat intelligence; or
        • artificial intelligence with regards to cyber security; or
        • cyber risk assessment and mitigation; or
        • forensic investigation; or
        • emerging technologies; or
        • conceptual and strategic thinking with cyber security future trends; or
        • network penetration testing and ethical hacking; or
        • cloud security; or
        • cyber security operations; or
        • cyber defense layers; or
        • IT security–related concerns highlighted by the Security Assessment and Authorization (SA&A) process
    • Enterprise and solutions architect
      • Conduct a current state assessment to map the existing Distributing Computing Environment (DCE) architecture across the digital workplace identifying all business and IT integration and end-points or;
      • Formulate a current state DCE solution and system architecture or;
      • Engage with customers to jointly validate architecture requirements and any constraints via proof of concepts or other similar engagements or;
      • Engage with technology vendors as needed for the delivery of the consulting work or;
      • Formulate a DCE solution and system architecture; or
      • Create architectural specifications and strategies for the IT community to construct, integrate, implement, maintain and support IT solutions; or
      • Create architectural frameworks for the development and implementation of infrastructure, products, solutions and services; or
      • Conduct IT evaluations against approved architecture components (such as IT architectures, IT architecture principles, policies, standards, and architecture or technology strategies/reference models defined); or
      • Monitor and measure architecture processes and identify and manage improvement initiatives to enhance processes, taxonomies, methods and tools; or
      • Identify, develop and/or deliver training for the architecture teams; or
      • Provide recommendations and guidance on proposed architectures and/or design pertaining to systems, applications and infrastructure; or
      • Have experience with:
        • application architecture and data architecture; or
        • AWS Cloud; or
        • Azure Cloud; or
        • Dynamics; or
        • other CRM tools; or
        • infrastructure design; or
        • solution implementation; or
        • system process mapping; or
        • cloud; or
        • IT security; or
        • DCE architecture; or
        • M365 implementation
    • Product management
      • Communicate clearly, concisely and openly, both orally and in writing, to effectively exchange information and ideas with others, and to demonstrate an understanding, respect, and appreciation of others’ perspectives. Able to craft and deliver an impactful narrative for the digital team; or
      • Create a roadmap for setting up enabling conditions for the digital team’s success (remove the backlog of policy and process barriers, and set up incentives and supports); or
      • Have a deep practical understanding of digital disciplines (user research, service design, agile, product management, DevOps, cybersecurity, data) to effectively challenge to status quo; or
      • Be knowledgeable of Agile principles and iterative delivery methods and how to apply them in reorienting governance and reporting processes; or
      • Act as the “team glue” to foster well-being and operational efficiency while empathizing and engaging with stakeholders to factor their needs into the product strategy; or
      • Delivery experience: build cloud and hybrid-cloud products.

      • Knowledge of one or more Industry leading ITSM tools
  2. Significant experience providing authoritative advice in an IT area of specialization.

Abilities

  • Able to provide technical leadership in the planning and delivery of an enterprise/organizational transformational IT initiative. Enterprise is defined as 1,000+ users
  • Able to lead consultations and analysis required in a complex IT discipline to identify business and technology opportunities for service improvement and innovation

Personality attributes

Asset qualifications

  • Experience working in a policy-based organization or outward facing services serving Canadians
  • Knowledge of negotiation and consultation theories and practices, as well as consensus building and engagement techniques
  • Experience working with contract management methods, techniques and practices
