We examined how the Atlantic Pilotage Authority implemented its corporate management practices and managed its pilotage services during the period covered by the audit.
In examining the management of pilotage services, we found a significant deficiency in the systems and practices related to pilot boarding. We also found good systems and practices related to the planning of and the performance measurement, monitoring, and reporting of pilotage services and to pilotage certificate holders and pilot dispatching. However, we found that improvements were needed in the training of some pilots and in assessing the performance of pilots and casual pilot boat crew employees.
In examining corporate management practices, we found good systems and practices related to providing strategic direction, to strategic planning, to risk identification and assessment, and to risk monitoring and reporting. However, we found that some improvements were needed in systems and practices related to corporate governance, performance measurement, and risk mitigation.
