Preliminary Report — Future of Sport in Canada Commission

Current status: Closed

On August 28, 2025, the Commission published its Preliminary Report. It sets out 71 preliminary recommendations aimed at enhancing safe sport and improving the sport system in Canada.

The Commission invited Canadians to provide feedback on the findings and recommendations in the Preliminary Report through an online feedback form. The form is now closed.

This feedback, along with the feedback gathered during the National Summit on the Future of Sport, will help inform the findings and recommendations in the Commission’s Final Report.

The Commission is grateful to all those who have come forward to share their insights and perspectives on safe sport and the sport system in Canada.

Previous participation options

On September 10, 2024, the Commission launched a public online submission portal to gather input from athletes, parents, coaches, officials, administrators, academics, victims and survivors of maltreatment in sport and others to identify ways to improve safe sport and the sport system in Canada.

The following participation options were available prior to the closure of the portal on August 27, 2025.

  • Take the survey — closed

    This participation option invited Canadians to share their experiences and perspectives on the Canadian sport system, focusing on improving safe sport and the overall sport environment in Canada through an online public survey.

    The survey included two sets of multiple-choice questions—one on safe sport and one on the broader sport system—allowing participants to answer one or both sections. It was designed to take 5 to 25 minutes to complete, offered the ability to save progress, and provided definitions to ensure clarity.

  • Write to the Commission — closed

    This participation option provided individuals and organizations with an opportunity to share their experiences in, and perspectives on, the Canadian sport system but also provide ideas for what can be done to improve safe sport and the Canadian sport system as a whole.

    Individuals and groups were invited to share their statements, opinions, research, reports and/or documents with the Commission as they related to its mandate — including maltreatment, policy, funding structures, governance, reporting, accountability, conflicts of interest, systems alignment, culture, and legal considerations in sport.

    Individuals and groups were also encouraged to anonymize personal information where possible and to consult the Privacy Act before making a submission. Submissions were accepted in either official language, and supporting materials could be provided upon request.

  • Speak with the Commission — closed

    This participation option provided individuals and groups with the opportunity to speak directly with members of the Commission team. Meetings were offered based on availability and could take place virtually or in person, where possible. In some cases, discussions were held with members of the Commission team rather than the full Commission.

    In order to provide a safe forum for participants to freely share their experiences and express their opinions, the Commission held, as part of its engagement opportunities, in-camera sessions, which allowed participants to meet with the Commission confidentially and without certain information being recorded in any form.

    Cross-country consultations

    As part of its mandate, the Commission also held in-person consultations across cities in Canada. These consultations aimed to foster meaningful, victim-centered and trauma-informed participation and gathered diverse insights and perspectives from Canadians on safe sport and the sport system in Canada.

    Please note that the consultations announced by the Commission were not public events. Rather, if individuals wanted to meet with the Commission during the consultation period, they could indicate in their form that they wanted to meet in-person when the Commission would be in their city. The Commission encouraged all interested participants to reach out as early as possible, as availability was limited.
