About us

Overview

The Major Projects Office’s mandate is to advance major projects in Canada and streamline federal regulatory project approval.

We bring together people and processes to move major projects forward faster, responsibly, and sustainably, while respecting the rights of Indigenous Peoples and protecting the environment.

Our flagship initiative is the advancement of nation-building projects through the Building Canada Act. We are also supporting the Government of Canada’s review of policies, regulations and legislation to make changes to achieve a two-year timeline for all federal decision-making for major projects and supporting the implementation of the concept of “one project, one review” through cooperation agreements with willing provinces.

What we do

 
  • Collaborate with key partners, including project proponents, Indigenous Peoples, investors, and all levels of government, to facilitate the development of major projects that will benefit Canada.

  • Work to identify and advance nation-building projects through the Building Canada Act.

  • Act as a single window for project proponents into the federal regulatory process to simplify and accelerate project approvals.

  • Collaborate with key partners, including project proponents, Indigenous Peoples, investors, and all levels of government, to facilitate the development of major projects that will benefit Canada.
  • Work to identify and advance nation-building projects through the Building Canada Act.

Our work will be guided by an Indigenous Advisory Council to ensure that reconciliation, partnership, and Indigenous economic participation are embedded in the way major projects are advanced in Canada.


Leadership

Dawn L. Farrell

Mrs. Farrell is an executive and corporate director with over 35 years of experience in the energy and infrastructure sectors. She currently serves as Independent Chair of the Board at The Chemours Company, Board Chair of Trans Mountain Corporation, and Board Director at Portland General Electric. She previously served as Board Director at ATCO Ltd.

Previously, she was President and CEO of both Trans Mountain Corporation where she oversaw its multibillion-dollar expansion project, and TransAlta Corporation where she led a major transition from coal to renewables. Farrell’s governance experience spans public, private, and nonprofit boards, including past roles with Canadian Natural Resources Limited, the Business Council of Canada, the Conference Board of Canada, the Alberta Business Council, Calgary Stampede, and Mount Royal University, where she served as Chancellor from 2020 to 2024.

She holds a Bachelor of Commerce and a Master’s in Economics from the University of Calgary and completed the Advanced Management Program at Harvard University. Farrell is widely respected for her leadership in energy transition, regulatory strategy, stakeholder engagement, and corporate governance.
