The Major Projects Office’s mandate is to advance nation-building projects in Canada. The kind of projects and transformative strategies Canada needs to connect our economy, diversify our industries and trade opportunities, and create high-paying careers while protecting the environment and upholding the rights of Indigenous Peoples.
We bring together people and processes to move major projects forward faster, responsibly, and sustainably, while respecting the rights of Indigenous Peoples and protecting the environment.
We provide a single point of contact and leadership on major projects that are referred to the Office. This includes partnering with federal departments, provinces, territories, Indigenous Peoples and private-sector participants.
Overview
The Major Projects Office is driving transformative change in Canada’s regulatory and decision-making processes. By streamlining approvals and committing to a two-year timeline for major project decisions, the Government of Canada is creating a more efficient and predictable environment to give investors and project proponents the certainty they need.

We focus on reducing risks for projects by collaborating with key partners, including project proponents, Indigenous Peoples, investors, and all levels of government, to facilitate the development of major projects that will benefit Canada.

We work to resolve policy challenges, financing structures, and streamlined decision-making, to ensure projects remain competitive from development to operation.

We act as a single window for project proponents into the federal regulatory process to simplify and accelerate project approvals.

We support projects in other ways, including multi-departmental coordination and leveraging financial expertise to secure final investment decisions.

Indigenous Advisory Council
Our work will be guided by an Indigenous Advisory Council to ensure that reconciliation, partnership, and Indigenous economic participation are embedded in the way major projects are advanced in Canada.
Leadership

Chief Executive Officer of the Major Projects Office
Dawn L. Farrell
Mrs. Farrell is an executive and corporate director with over 35 years of experience in the energy and infrastructure sectors. She has previously served as Independent Chair of the Board at The Chemours Company, Board Chair of Trans Mountain Corporation, Board Director at Portland General Electric, and Board Director at ATCO Ltd.
Previously, she was President and CEO of both Trans Mountain Corporation where she oversaw its multibillion-dollar expansion project, and TransAlta Corporation where she led a major transition from coal to renewables. Farrell’s governance experience spans public, private, and nonprofit boards, including past roles with Canadian Natural Resources Limited, the Business Council of Canada, the Conference Board of Canada, the Alberta Business Council, Calgary Stampede, and Mount Royal University, where she served as Chancellor from 2020 to 2024.
She holds a Bachelor of Commerce and a Master’s in Economics from the University of Calgary and completed the Advanced Management Program at Harvard University. Farrell is widely respected for her leadership in energy transition, regulatory strategy, stakeholder engagement, and corporate governance.

The Honourable Dominic LeBlanc
As the Minister responsible for One Canadian Economy, the Honourable Dominic LeBlanc oversees the work of the Major Projects Office. This includes being the minister designated as responsible for the Building Canada Act, and for projects designated in the national interest under the Act, and providing advice to the Prime Minister on which projects should be referred to the Major Projects Office.
