The Major Projects Office (MPO) will help Canada build bigger, build faster and build at home. The MPO brings business development and project execution experience to accelerate nation-building projects and advance transformative strategies that help build a stronger, more independent and resilient economy for Canada.
- Projects referred to the MPO by the Government of Canada are ones with identified proponents and require federal coordination and support to succeed.
- Transformative strategies are early-stage initiatives or concepts specific to a region or sector. They have the potential to significantly strengthen Canada’s economy but require further development before specific projects can proceed.
This intake form supports an evaluation of projects. The purpose of the intake process is to enable an early understanding of the project’s scope, development status, anticipated federal coordination needs, and to determine whether further engagement by the MPO may add value.

Instructions
When to submit a project
Please complete the project intake form if you are planning or proposing a major project (as specified above) and anticipate a need for federal engagement, support, or partnership, including coordination across multiple federal organizations. Applicants are encouraged to submit proposals that are beyond the conceptual stage and supported by meaningful preparatory work with a clear and credible plan to advance the project.
Applicants are expected to:
- provide accurate, complete and evidence-based responses to demonstrate the credibility of the project;
- identify what assistance is being requested from the MPO; and
- describe how the project advances priorities across areas such as economic growth, resilience and security, Indigenous partnerships, and clean growth.

What the intake enables
The form provides the MPO with standardized information required to determine whether a project may be suitable for further assessment as a potential project for MPO to provide support through advisory, financial coordination, regulatory coordination, listing under Schedule 1 of the Building Canada Act or provide other project support.
Submission of this form does not constitute approval, funding, referral or listing, nor does it create any obligation on the part of the Government of Canada.
Review and next steps
Following review, submissions may be declined, referred to other relevant federal departments or agencies, or identified as appropriate for further engagement by the MPO.
If a project is assessed as suitable for further engagement, the MPO will contact the proponent to discuss next steps. This may include a request for more detailed technical, commercial, regulatory, and governance information to support additional due diligence.
Further engagement may be formalized through a non binding memorandum of understanding, a non disclosure agreement or similar arrangement to guide information sharing and collaboration during the review process. Project proponents are expected to be willing to engage in these or other appropriate assessment activities to advance a project’s consideration. Any such arrangements would be subject to applicable authorities and do not constitute approval, funding, referral to MPO, or listing under Schedule 1 of the Building Canada Act.
The MPO will make reasonable efforts to review submissions in a timely manner and, where appropriate, aims to acknowledge or follow up with proponents within approximately one week. Response timelines may vary depending on volume and complexity.
