Starting 2023 and your CAF career on a financial high note

Good day and welcome.

I’m Brigadier-General Virginia Tattersall, Director General Compensation and Benefits. My mission is to support the Canadian Armed Forces by developing and implementing affordable compensation policies. While affordability is an important factor, our team’s main focus is to ensure that Canadian Armed Forces members are appropriately and equitably compensated for their work, which is performed under a wide range of conditions.

I am proud to announce that the Chief of the Defence Staff (CDS) has approved two initiatives to aid in recruiting and retention efforts under the Canadian Armed Forces Reconstitution Strategy. These initiatives are aimed at helping CAF members to start their careers on a sure financial footing, while attracting applicants to occupations that are struggling to meet the CAF’s ever increasing demands.

The first is the remittance of Rations and Quarters for members who have not reached their operationally functional point. The second is the accelerated advancement to Private Pay Increment 2 upon successful completion of the Basic Military Qualification for 33 selected occupations.

Effective this 1 January 2023, the costs for rations and single quarters for Canadian Armed Forces members who have not yet met the operationally functional point in their initial Developmental Period 1 will be remitted.

This taxable benefit is aimed at ensuring that enrollees are able to meet their financial obligations back home while focusing on their initial training.

Also effective from January 1, 2023 until March 31, 2025, all members who enroll in any of 33 identified priority occupations will receive Private Pay Incentive 2 immediately after the successful completion of the Basic Military Qualification. This initiative is aimed directly at occupations that have met specific criteria set in collaboration with the Military Personnel Generation Group, some of which included the strength of the occupation and its ability to train new members to their operationally functional point without delay.

To help provide a mental picture of the financial benefit of these initiatives, a CAF member meeting the criteria for both initiatives could potentially see a combined savings, through the remit and annual increase in salary through the PI increase, of upwards of $26,000 in the first two years of their service. This can assist Canadian Armed Forces members in starting their military career on sure financial footing.

These two new initiatives are excellent news for current and future members at the beginning of their careers. They will allow these members to concentrate on their training instead of being preoccupied by finances, which makes it even more beneficial to join the CAF now.
