Performance Management: Mid-year review FY 2022-2023 deadline is 31 October 2022!

The Directive on Performance Management requires managers to conduct a formal assessment of each employee’s progress at mid-year. Managers need to document each employee’s mid-year performance in the Public Service Performance Management application (PSPM App) by 31 October 2022. Senior management’s role is to ensure completion of mid-year reviews by deadline and to promote alignment of performance management with succession planning in their organizations.   

Mid-year reviews are an opportunity for employees to receive constructive feedback on their performance. Managers need to determine if employees are meeting work objectives and competencies (no ratings required at this point), seek input from employees on their performance, and update Learning and Development Plans, if applicable. Work objectives also need to be updated if business priorities change or when an employee changes jobs. The mid-year review is also an opportunity to establish Performance Improvement Plans for employees not on track to meet expectations or Talent Management Plans for high-performing employees.

Important information for military managers of civilian employees: To access the PSPM App you must have manager’s self-service role in the civilian database (HRMS), and have approved/denied/recommended leave in HRMS. For more information on the military access criteria, visit HR-Civ’s website.

Mandatory training

All managers are required to take the mandatory online course, Performance Management for the Government of Canada COR109 (previously G140). To register, access the new Canada School of Public Service (CSPS) learning platform. If you haven’t already done so, you will be required to create a new account by using your Government of Canada work email address as the user name and a 12-character password.

Military managers: In the “Organization” field, select “Department of National Defence (DND) Military”.  In the “Classification” field, type the rank in full to select a rank from the drop down menu. In the “Employment Status” field, select indeterminate (CAF is not yet available). Your profile may be updated at a later date.
