Updated Dress Instructions promote respect, diversity and inclusiveness

After 50 years, the Canadian Forces Dress Instructions are being updated, and the changes take effect starting today, September 6, 2022.

Although portions of the policy have been adjusted over the years, in general, the appearance of the Canadian Armed Forces (CAF) has not kept up with the changing Canadian society which it serves. The overall aim is to make the policy more inclusive and less prohibitive, and to allow CAF members greater freedom to make personal choices regarding their appearance while upholding the high standards of deportment and appearance that reflect credit on the CAF. The revision removes discriminatory policies and more closely aligns us with the Canadian Human Rights Act, where sex, gender identity, and gender expression are protected grounds.

Much thought has been given to these changes, and many discussions have been held, with the Defence Advisory Groups, Gender Advisors, the current military cohort and the next generation of Canadians who will follow. Ultimately, these collaborative exchanges helped determine that a change in the Dress Instructions would remove barriers to members’ choice, and promote greater inclusiveness for all members of the CAF.

Nevertheless, safety and operational effectiveness will continue to be a priority above all else. Leaders at all levels are charged with ensuring that personnel under their command meet the expectations of the CF Dress Instructions – the CAF uniform and appearance will be safe, operationally effective, professional, inclusive, and reflective of Canadian society.

While one of the goals of the Dress Instructions update was to limit the need for accommodations, these will always be available to CAF members who have special requirements related to religious or spiritual belief which are not depicted in the policy. Members should communicate with their chain of command, as leaders retain the right to order restrictions based on the need to meet safety and operational requirements.

The Canadian Forces Dress Instructions update presents an inclusive, single standard for all, focused on removing the barriers to members’ choice of clothing and other aspects of appearance. It honours the diversity of people in uniform while continuing to prioritize operational effectiveness and safety. CAF members may choose whichever design best fits them, as long as it is worn according to the policy. Restrictions may be imposed in certain circumstances, such as on parade.

As society changes, military standards can also change and evolve. The CAF’s appearance in uniform will always be positive and professional. And what will never change is the CAF’s determination to be a disciplined and operationally effective force.
