Closing-out the 2022-23 performance management cycle

At DND, people are the greatest asset we have to achieving our mission and we all share a responsibility in ensuring every public servant feels supported in their career development as well as their health and well-being.   

The closing of the 2022-23 year-end performance management cycle is an opportunity to demonstrate commitment towards this responsibility by using it to identify individual impacts on organizational objectives, to promote fairness and transparency, and acknowledge areas of focus or improvement for the new fiscal year.

Year-end is a time for managers to identify how they can further support the development of their ‘Surpassed' employees with a Talent Management Plan (accessible only on the National Defence network), or employees who receive a rating of ‘Did Not Meet' with a Performance Improvement Plan (accessible only on the National Defence network).

It's also an opportunity to highlight excellence and celebrate successes through DND's Awards and Recognition program (accessible only on the National Defence network).

What you need to know

14 April: 2022-23 year-end performance assessments are completed in the Public Service Performance Management Application (PSPM App).

Managers should review the responsibilities of their roles (accessible only on the National Defence network) before completing assessments.

Employees are responsible for their own careers. As such they should conduct a self-assessment of their own annual performance to help contribute to the discussion and evaluation.

Managers must ensure all of their employees are listed in TAP. If not, they must add or release employees within the myEmployees application in TAP.  

Employees must confirm that they have the correct manager within TAP.  

If you haven't already done so, please submit your work agreement in the myWorkArrangements (mWA) application as soon as possible.

Review panels

As per the Directive on Performance Management, level ones (L1s) are required to conduct performance management review panels to fulfill their oversight function regarding the fairness and consistency of performance ratings. Managers should review the Review Panel Guide for Managers (accessible only on the National Defence network) and the Review Panels Terms of Reference (accessible only on the National Defence network) for information on roles and responsibilities as well as effective timelines.
