ADM(RS) Evaluation of the CCO

1.     As part of the cyclical evaluation of the Department of National Defence’s programs, the Assistant Deputy Minister (Review Services) [ADM(RS)] is currently conducting an evaluation of the Canadian Cadet Organizations (CCO), with a particular focus on support provided to corps and squadrons by both DND/CAF and the Cadet League

2.     This evaluation is critical to sound management as it reviews our effectiveness and efficiency in delivering the Department’s youth programs. As such, it is a cornerstone of our continuous improvement efforts. The previous evaluation, conducted in 2013, led to multiple improvements to our current organizational structure, from the introduction of Zone Training Officers in 19 areas across the country to the appointment of a BGen as the Formation Commander, responsive to the Vice-Chief of the Defence Staff solely on matters pertaining to cadets and JCRs. It is acknowledged that some of the changes might not be apparent to all members of the organization, as their benefit will be felt progressively. There is no doubt that the 2013 evaluation was a significant catalyst for improvement, which renders this current evaluation invaluable to the success of all members of the CCO.

3.     One of the milestones of the evaluation process is to gather feedback from multiple stakeholders. This is why ADM(RS) will reach out to corps and squadron COs and ask them to complete a survey. It is in our collective interest that all COs complete the survey as promptly as possible in order to allow the ADM(RS) team to gather this much needed and important insight.

4.     Concurrently, Local Sponsoring Committee / Branch Chairs will receive an invitation to participate in a similar survey. I would appreciate if corps and squadron COs shared this CANCDTGEN with their Local Sponsoring Committee/Branch Chair in order to inform them of the upcoming surveys.
