Interim Guidance for Cadet Promotions – Corps/Squadron

  1. As part of the Cadet Program Re-Scope of Activity 1 – Corps/Squadron Program, the qualification requirements for each training year have been updated with the goal of making the Cadet Program more accessible, agile, and affordable. As a result of these updates, the prerequisites for cadet promotions have been changed.
  2. New Cadets and Junior Canadian Rangers Group (CJCR Gp) Orders and CJCR Gp Instructions for cadet promotion and leadership appointments at the corps/squadron are currently under development. Along with the new policy instruments, corps/squadrons will be provided with resources to assist them with the implementation of the updated promotion and leadership appointment processes.
  3. In the interim, the current promotion policy, Cadet Administration and Training Order (CATO) 13-02, Merit-Based Cadet Rank Promotions – Corps/Squadron, will remain in effect with the following amendments:
    1. remove the requirement for cadets to participate in the Cadet Fitness Assessment for promotion to any rank;
    2. remove the requirement for cadets to have achieved a minimum of “completed without difficulty” in PO 303 (Leadership) for promotion to the rank of Petty Officer 2nd Class/Sergeant;
    3. remove the requirement for cadets to have achieved a minimum of “completed without difficulty” in PO 403 (Leadership) for promotion to the rank of Petty Officer 1st Class/Warrant Officer/Flight Sergeant; and
    4. a cadet must hold a leadership appointment for promotion to the rank of Petty Officer 1st Class/Warrant Officer/Flight Sergeant or above. Leadership appointments are described in EO M403.06.
