PaCE Turns One! Highlights and Improvements

CMP: Today, as I speak to you, as Acting Chief of Military Personnel alongside your Performance and Competency Evaluation project manager, Major Verreault.

Maj Verreault: We are here today to provide you with important PaCE updates. In this short video we will cover

  • Highlights from the 2022/2023 reporting period;
  • Improvements coming to the PaCE system; and
  • Approaching PaCE deadlines with important reminders.

CMP: But first, I want to thank the entire Defence Team for their tremendous efforts during the transition to the PaCE system over the past two years and successfully completing the 2022-2023 PAR reporting period.

Keep up the momentum team! These efforts must continue to achieve the modernization of the CAF’s approach to performance appraisal and support the CAF’s culture evolution.

Maj Verreault: Here are some highlights from the 2022/2023 PAR reporting period:

  • Over 51,000 Performance Appraisal Reports were produced.
    • "From these reports..."
      • 63% of CAF members received a performance rating of “Meets Leadership Expectations”, and the CAF average performance score of 61.85 out of 100.
        • “This is a positive indication that we are moving towards recalibrating our appraisal process to be more realistic and honest”.
        • The average total PAR score for the CAF is 76.15 out of 100, which includes 60% for the performance score and 40% for the potential score.
    • Lastly...."
      • PARs were successfully introduced in the Regular Force National Selection Boards for promotion. This means that 104 selection boards reviewed over 16,000 files.

CMP: Listening to all your feedback and recommendations we are making continuous efforts to improve the system. The following changes were announced in a recent CANFORGEN with effect for this upcoming PAR writing period.

  • First, PAR with performance rating of “Meets Leadership Expectations” or higher will now be assessed for potential;
  • Second, The minimum observation period to receive a PAR for Reg Forces, Class B or Class C Reseeve is now 60 working days;
  • Thirdly, amendments to clarify certain processes like the PAR Exemption or PARX process; and
  • Finally, units will now be able to conduct multiple Potential Evaluation Boards under the same Unit Identification Code or UIC, if required.

Maj Verreault: We now want to give you a few important reminders,

All CAF members and their supervisors must ensure to finalise all Feedback Notes (FN) before the end of the current reporting period on 31st March, to be able to properly assess performance and substantiate the PAR rating.

PAR writing can now commence on 1 March and all PAR must be completely processed and acknowledged by 15 June. It is very important to respect the deadline to avoid any delays as this could impact preparations for the National Selection Board process.

Keep in mind that the main purpose of PAR writing is to provide performance feedback that allows CAF members to identify areas of strength that they can leverage, and areas that require further development to progress during their career.

CMP: Again, I want to emphasize that commanders at all levels are not, not to assign score controls or attempt to force a normal distribution pattern at unit, formation, or command level. Each CAF member has the right to receive a fair assessment and must be evaluated based on their actual performance observed during the reporting period, and not according to the results of others or on previous assessments.

Continued enthusiastic and constructive support from the leadership at all levels is critical to maintain momentum.
