Information Management for Corps/Squadron and Cadet Training Centres

- Cadets and Junior Canadian Rangers (CJCR) is conducting a review of information management (IM) practices, which started with changes to communication platforms identified at reference A. As part of the ongoing review, CJCR is moving forward with the decommissioning of the CCO Net shared drives currently used by corps/squadrons and Cadet Training Centres (CTC). The CCO Net shared drives will be replaced by the use of Cadet365 (MS Teams), which is currently available to staff and cadets.
- CJCR continues to develop a comprehensive policy framework for IM. The information contained below will serve as an interim policy until such time as the comprehensive IM policy is finalized. This CANCDTGEN is formalizing the decommissioning of CCO Net shared drives for corps/squadrons and CTCs as they are now replaced by the use of Cadet365 (MS Teams).
- As per reference B, digital tools must be easily accessible, user-centric and modern. Information must be stored properly in a manner that can be retrieved, shared, and leveraged. This means that files belonging to a corps/squadron or CTC should be accessible to staff and/or cadets as appropriate and therefore, should not be stored in personal storage locations such as Personal OneDrive. Cadet365 (MS Teams) is the core communication, collaboration, and IM tool within CJCR.
Concept
- The current file storage structure available to corps/squadrons and CTCs exists within CCO Net as shared drives and require access to CCO Net assets or connection through a secured gateway, such as remote desktop, when accessed from a personal device.
- As of 1 August 2022, the CCO Net shared drives will be read-only for corps/squadrons and CTCs, and will no longer be used to store and share any new information. Corps/squadron staff are instructed to move relevant content currently stored in their shared drives to Cadet365 (MS Teams) prior to 1 December 2022. At that date, shared drives and their content will be archived by CJCR.
- RCSU J6 are instructed to move relevant CTC shared drive content to Cadet365 (MS Teams) by the end of summer 2022. CTC shared drives are expected to be archived by CJCR on 1 September 2022.
- When using Cadet365 (MS Teams), users must be aware of the following considerations:
- teams are centrally managed, and their naming conventions are in accordance with official language policies, therefore Cadet365 (MS Teams) nomenclature is not to be renamed or deleted;
- the level of information stored in Cadet365 will not exceed the security level of the individuals who have access to the information, and will not be higher than Protected A;
- users have access to OneDrive as their personal storage space within Cadet365; and
- use of Portable Information Technology Device (PITD), such as USB memory sticks should be limited and be compliant with reference C.
Cadet365 (MS Teams) – General Use
- Corps/squadrons have the following features available to them as part of the Cadet365 platform:
- a Team for adult staff only to share information and collaborate;
- a Team for adult staff and cadets to share information and collaborate between staff and cadets;
- a folder which can be shared with the public including league members, parents and volunteers; and
- the capability to create channels within existing teams to allow for communication and collaboration between smaller groups.
- CTCs have the following features available to them as part of the Cadet365 (MS Teams) platform:
- a Team for adult staff only to share information and collaborate;
- a Team for adult staff and staff cadets to share information and collaborate;
- a Team for all CTC members called “Cadet Canteen”, to share information with all; and
- the capability to create channels within existing teams to allow for communication and collaboration between smaller groups.
Additional Considerations
- Additional teams can be created for other training establishments such as training sites, Cadet Activity Programs (CAP), National Training Establishment (NTE), etc. OPIs must communicate their requirements to their RCSU J6 who will assist in creating appropriate features to meet the needs of the training establishment.
