Amendments to the Canada Grain Regulations – Update fees in Schedule 1

Description
The Canadian Grain Commission has committed to a full review of service fees on a five-year cycle, or as required, to ensure that fees remain aligned with the costs of service provision. In 2024, the CGC completed a review of its revenues, costs, grain volume forecasting model and service standards, and found that current fees do not reflect the costs of providing services and licences. Instead of increasing fees, accumulated surplus will be used to cover costs of service provision in 2026-27 and 2027-28. Fees in Schedule 1 to the Canada Grain Regulations are targeted for potential amendments in April 1, 2028.
Potential impacts on Canadians, including businesses
There would be business impacts as potential fee amendments could change operational costs and available cash flow for affected grain sector stakeholders. The Canadian Grain Commission is currently conducting analysis on the full impact of the proposal.

Consultations
In October 2024, the Canadian Grain Commission informed stakeholders of plans to propose fee amendments for the 2027-28 fiscal year. Since then, due to stronger export volumes and other factors, the CGC has drawn less surplus than expected. Subsequently, in October 2025, the Canadian Grain Commission informed stakeholders that proposed fee amendments would be delayed until fiscal year 2028-29. Formal consultations with grain sector stakeholders are planned in 2027-28. It is anticipated that a regulatory proposal would be pre-published in the Canada Gazette, Part I in fall 2027 for public consultation. Final publication in Canada Gazette, Part II and implementation of the proposed changes is targeted for April 1, 2028.
