Canadian Grain Commission Gender-based analysis plus
Section 1: Institutional GBA+ Capacity
The Canadian Grain Commission is a small science-based and regulatory department with a focused mandate as set out in the Canada Grain Act to, in the interests of the grain producers, establish and maintain standards of quality for Canadian grain and regulate grain handling in Canada. The organization incorporates GBA+ objectives in its efforts to foster a diverse and inclusive workplace. The Canadian Grain Commission achieves this through the objectives, plans and initiatives related to employment equity and diversity; respectful workplace; mental health and well-being; values and ethics and official languages in the organization.
Canadian Grain Commission senior management provided oversight and leadership for employment equity and diversity. The Chief Operating Officer (the senior public servant) is the Employment Equity and Diversity Champion and the Human Resources Director is the Multiculturalism Champion. Employment equity and diversity plans and initiatives are reviewed at the Executive Management Committee of the Canadian Grain Commission periodically. Senior management at Canadian Grain Commission consults and collaborates with bargaining agents on employment equity and diversity. In support of this, employment equity and diversity is a standing agenda item at all National Union-Management Committee meetings.
Continuing in 2020-2021, as part of the organizational planning framework, employment equity, diversity and inclusive workplaces have been and continue to be key priorities for the Canadian Grain Commission which is reflected in our planning and initiatives. The organization’s three-year Employment Equity and Diversity Action Plan includes specific diversity and inclusivity goals.
The Canadian Grain Commission has a very active and committed National Employment Equity and Diversity Committee. The Commission established the committee to support management in fulfilling its responsibilities outlined in applicable legislation and policies (e.g., Employment Equity Act, Canadian Human Rights Act, Multiculturalism Act, Accessibility Act, etc.) and in implementing initiatives to achieve Canadian Grain Commission-specific employment equity and diversity objectives. The National Employment Equity, Diversity and Inclusion Committeehas members representing the designated Employment Equity (EE) groups and many other diverse communities (e.g., LGBTQ2+). This committee also has representation across all geographic regions of the department.
Human Resources supports both management and the National Employment Equity, Diversity and Inclusion Committee in its legislative responsibilities and in accomplishing the Canadian Grain Commission’s goals for employment equity and diversity.

The following resources were dedicated to applicable activities in 2020–2021:
- Approximately 0.2 full-time equivalents were dedicated from Human Resources to employment equity and diversity activities.
- There were 13 Canadian Grain Commission employees on the National Employment Equity and Diversity Committee who dedicated time monthly and throughout the year as required
The Canadian Grain Commission is committed to the following long-term employment equity and diversity outcomes:
- The Canadian Grain Commission has representation of designated EE group members and other diverse communities at equal to or better than workforce availability throughout the classification groups and levels of the organization.
- Managers and employees are educated on employment equity and diversity and related topics at the Canadian Grain Commission.
- The Canadian Grain Commission has healthy and respectful workplaces that eliminate barriers and discrimination for all employees, with particular attention to members of designated EE group and other diverse communities.
Due to the COVID-19 pandemic our results in 2020-2021 in support of these longer-term outcomes were limited. However, the Canadian Grain Commission was able to mobilize our National Employment Equity and Diversity Committee to be positioned to help contribute to communications and activities in support or anti-racism and diversity in the first quarter of 2020-2021.
