About the Minister’s Advisory Council on Impact Assessment (MINAC)
MINAC provides non-partisan advice to the Minister of Environment and Climate Change on the implementation of impact assessments under the Impact Assessment Act (IAA), including:
- Effectiveness and efficiency of impact assessment process
- Transparency and predictability of assessment processes
- Reconciliation and respect for Indigenous rights through impact assessment
- Minister-prioritized topics

Who we’re looking for
We’re seeking individuals with diverse perspectives and demonstrated expertise related to:
- Environmental or impact assessments
- Major project development
- Public policy and regulatory frameworks
- Indigenous engagement and reconciliation
- Strategic leadership and senior executive experience
Eligibility requirements
Applicants must:
- Be a Canadian citizen or permanent resident (as defined in the Immigration and Refugee Protection Act)
- Be unbiased and free of any conflict of interest
- Not be employed in the Public Service of Canada while serving on MINAC
- Able to travel across Canada for in-person meetings, when required
Evaluation criteria
In your application, provide examples in your letter of interest that clearly demonstrate how you meet one or more of the following:
- Making objective decisions that balance conflicting or contradictory considerations
- Working in a consensus-based environment for decision-making and dispute resolution
- Developing and/or applying legislative and regulatory frameworks and policies
- Building relationships, promoting partnerships and working with Indigenous Peoples and communities, or senior levels of government, industry or other stakeholder groups
- Working with senior officials (industry, provincial or federal government, or non-government)
- Negotiating agreements between different levels of government (inter-jurisdictional cooperation), and achieving high-quality process outcomes in short periods of time
- Experience in impact (or environmental) assessment, or public policy environments
- Experience on a board of directors/trustees of a public, private or non-profit organization
- Experience as a senior executive in the public, private or non-profit sector, or appointed role with a Canadian independent regulator in the natural resource sector
- Experience related to developing major projects

What to expect as a member
- Time commitment: 4 to 7 meetings per year (primarily virtual, with possible travel)
- Additional meetings, such as for working groups, may be held.
- Per diem rate for meetings:
- $500 per meeting (members)
- Travel expenses covered under Government of Canada policies, including the Treasury Board’s Directive on Travel, Hospitality, Conference and Event Expenditures.
- Bilingualism:
- MINAC operates in both official languages

Selection process
A merit-based selection committee, including representatives from the Impact Assessment Agency of Canada (IAAC) and the Minister’s Office, will evaluate all submissions against the listed criteria.
