Change to Canada Revenue Agency’s process to reassess tax returns following the issuance of amended T4 slips

Date: November 19, 2025

To: Heads of Human Resources, Directors/Chiefs of Labour Relations and Compensation, and Public Service Pay Centre

Effective September 30, 2025, the Canada Revenue Agency (CRA) ceased the practice of proactively reassessing tax returns following the issuance of amended T4 slips for federal public service employees. This measure, introduced in 2017, to support employees impacted by overpayment, required significant CRA resources and was always intended as a temporary support. While employees have always been responsible for requesting reassessments, CRA’s prior practice was to proactively reassess tax returns based on amended T4 slips provided to them by the Pay Centre. As such, going forward, employees are now responsible for all requests for reassessments online or by mail (as is the process for all Canadians requesting reassessment). As a transition measure, CRA will continue to process the existing backlog of reassessments for several weeks.

Amended tax slips continue to be available in the pay system, and a tab entitled “Taxes” has been added at the top of the MyGCPay home screen where employees can get their amended T4 slips to send to CRA. To further support employees, PSPC is developing a notification feature within MyGCPay that will alert employees when an amended tax slip has been issued. This enhancement, scheduled for implementation later this year, aims to address a long-standing gap in visibility and ensure employees are promptly informed of updates to their tax documentation.

This new process does not change how Revenu Québec (RQ) processes amended RL-1. RQ continues to automatically reassess returns when amended RL-1 slips are received, reducing the impact for employees who must complete a Quebec income tax return.

Given that taxation is a personal matter, managers must not provide tax advice.

Employees can consult the CRA website for more information.
