Treasury Board Submission Renewal

In December 2022, the MTCP’s Treasury Board Submission (TB Sub) was renewed for the first time since 2009, updating the Program’s terms and conditions to provide the Canadian Government with a more flexible and responsive contributions tool for defence diplomacy and capacity building.

 

The Program’s longstanding activities funded through its core budget were made more fit for purpose through updates to eligible expenditures, graduation mechanisms, administrative processes, and other aspects. These activities were re-categorized under the training pillars of language enhancement, professional development, multilateral operational cooperation, and defence institution building. However, their main aim remains to build international defence relationships, while enhancing the capabilities of individual trainees.

 

The MTCP was also expanded to include new defence institution building, defence capacity building and enhanced military assistance activity pillars, under which countries identified in Cabinet or PM initiatives become temporary beneficiaries of targeted support, leveraging additional funds approved through the initiatives in question. This support can range from mentorship and training to equipment and infrastructure, depending on political direction, providing Canada with a bespoke, DND/CAF-led mechanism to build the institutional capabilities of select militaries when strong effects are desired for strategic reasons.
