Dear Dr. Levin,
RE: Annex 5 – Labour Market Development Agreement (LMDA)
The purpose of this letter is to propose an amendment of the Information-Sharing Annex (Annex 5) of the Labour Market Development Agreement (LMDA) between your department and Human Resources Development Canada (HRDC).
Recognizing that Section 24.0 of the LMDA allows for its modification with the written consent of designated officials of each party, and in light of your department’s desire to obtain information from HRDC for the purposes of monitoring, assessing and evaluating the effectiveness of the assistance the province provides under the agreement, I am proposing that one new section be added to the Annex.
3.4 Canada will provide to Manitoba all or any of the following information in its possession with respect to each client who has received assistance from Manitoba under its provincial benefits and measures for use by Manitoba in monitoring, assessing and evaluating the effectiveness of the assistance:
- social insurance number
- apprenticeship client indicator
- benefit rate
- benefit period commencement
- last week of entitlement
- fall to report indicator
- month code
- found employment
- found work counter
- unpaid benefits
- last week processed
- total weeks paid
- training ID (header record)
- training/self-employment start week
- training/self-employment end week
- unit 143 – EI claimants employed before insurance benefit period as a result of an assisted service
- unit 144 – EI claimants employed after insurance benefit period as a result of an assisted service
- unit 145 – non case-managed client who become employed before the end of their entitlement period as a result of Group Services
- unit 146 – case managed reachback (also known as former) clients who have been employed as a result of an assisted service.
- unit 152 – unpaid benefits (EI Part I) resulting from EI claimants employed before end of insurance benefit period as a result of an assisted service
- unit 153 – unpaid benefits (EI Part I) resulting from EI claimants employed before end of insurance benefit period and reported after end of benefit period as a result of a targeted wage subsidy (or similar) intervention
- unit 154 – unpaid benefits (EI Part I) resulting from EI claimants employed before end of insurance benefit period as a result of Group Services (from unit 145)

HRSDC will provide a SIN level results file for every period for which a results file is produced. I trust that this is acceptable to you and that your concurrence to this letter will serve as the authority for our officials to exchange the information. It will also serve as an agreement between the parties that these clauses will be incorporated in a formal amendment to the LMDA Information Sharing Annex, to be completed as soon as possible.

RE: Annex 5 – Labour Market Development Agreement (LMDA) Revision
The purpose of this letter is to propose and additional amendment to the Information-Sharing Annex (Annex 5) of the Labour Market Development Agreement (LMDA) between your department and Human Resources Development Canada (HRDC).
Recognizing that Section 24.0 of the LMDA allows for its modification with the written consent of designated officials of each party, and in light of your department’s desire to obtain additional / further information from HRDC for the purposes of monitoring, assessing and evaluating the effectiveness of the assistance the province provides under the agreement, I am proposing that two new variables be added to Section 3.4 of Annex 5.
As requested by your department, we propose adding two variables to the SIN level results file provided by Canada to Manitoba:
- ICM Case Number
- Contact IV flag
Your concurrence to this letter will serve as the authority to exchange the information. We recognize that this is the second change to Annex 5 of the Labour Market Development Agreement, and will be formally amending the Information Sharing Annex.
