# 2014-128 - Selection Board

The grievor was grieving his ranking on the 2014 Selection Board. He contended that he was scored unfairly by the Selection Board, but he did not call the conduct of the Selection Board into question. He argued that his results were due to inaccurate information being provided to the Board. He stated that he was ranked 12th on the 2013 Board and, following six promotions that year, he should have been ranked in the top six by the 2014 Board. As part of representations submitted after the grievance, the grievor also requested a review of the drop in his potential score on his 2012/2013 Performance Evaluation Report (PER).

The Initial Authority (IA) addressed the issues raised by the grievor and determined that the grievor's file was scored correctly by the Selection Board and therefore denied the grievance. The IA noted that he would not render a decision regarding the PER potential scores as the grievor's chain of command would be the correct IA for a PER grievance.

The Committee considered the Canadian Forces Selection Board Guidance Manual and determined that there is no carry over from one year to the next. Accordingly, each year, an entirely new promotion list is produced by a new Selection Board so the grievor's 2013 ranking would have no bearing on his 2014 ranking.

The Committee reviewed the points allocated to the grievor and how they were arrived at and determined that the grievor's scores were not unreasonable. He was rated in accordance with the Canadian Forces Selection Board Guidance Manual.

The Committee noted that the grievor's issues with respect to his PER were not raised in his original grievance thus had not been submitted in accordance with Chapter 7 of the Queen's Regulation and Orders for the Canadian Forces. Therefore, the issue was not part of the grievance before the Committee.

The Committee found that the grievor had not been aggrieved and recommended that the grievance be denied.
