The grievor contested the Responsible Officer's (RO) conclusions regarding a complaint submitted for harassment and racial discrimination. As redress, the grievor asked that an investigation be opened and appropriate measures be taken.

The Initial Authority rejected the grievance, noting that only one of the three allegations brought forward by the grievor was retained by the RO. Based on the balance of evidence, the grievor was not subjected to harassment from the respondent.

The Committee found that several deficiencies in the harassment resolution process occurred in the handling of the grievance, but that these were resolved through the grievance process. Based on the complaint against the respondent, the Committee found that the criteria for harassment was not met. The Committee recommended that the Final Authority (FA) not grant the grievor redress regarding their harassment complaint. However, the Committee noted there is reason to believe that a third party acted in an inappropriate manner and that the FA might need to look into this incident further.
