The grievor disputed the Responsible Officer’s (RO) finding that his harassment complaint was unfounded. As redress, the grievor requested that the findings of the investigation be overturned, and that a new conclusion be rendered, determining that he had been subject to harassment. He also requested compensation in the form of an ex gratia payment in recognition of the negative impact this situation has had on his career and health.

The Initial Authority, the Commander Military Personnel Command, denied the grievance, concluding that the findings of the harassment investigation report were reasonable and in accordance with policy. 

The Committee first found that the harassment investigation process was conducted in accordance with the Harassment Prevention and Resolution Instructions (HPRI). The Committee then found that the investigator's reported findings were reasonable and flowed logically from the evidence, and that the investigator's final report, as well as the RO's decision based on that final report, were reasonable. The Committee concluded that the investigation findings, and the subsequent closure of the grievor's harassment complaint, were justified and in accordance with the HPRI provisions. 

The Committee recommended that redress not be granted.
