Strategic Outcome Canada has world-class Arctic science and technology to support the development and stewardship of Canada’s North and is recognized as a leader on circumpolar research issues.
Link to the department’s [Program Alignment Architecture or Program Inventory] Program 1.1: Science and Technology for the North.
Description This program aims to create the conditions for Polar Knowledge Canada to anchor a strong research presence in Canada’s Arctic. Through both partnering and internal science and technology, POLAR will acquire the wide range of information needed for effective solutions to Arctic issues, policy and research program development in the North, and to advance Canada’s position as a leading Arctic nation. The depth of knowledge gained through scientific and technological research and training will support greater sustainable use of the North’s land and natural resources.
Results achieved In FY2017-18, transfer payments totalling $9,152,545 supported 53 projects taking place in Canada’s North which directly support one or more of the following four (4) strategic priorities under this Program:
  1. Baseline information to prepare for northern sustainability;
  2. Predicting the impacts of changing ice, permafrost, and snow on shipping, infrastructure, and communities;
  3. Alternative and renewable energy for the north; and,
  4. Catalysing improved design, construction and maintenance of northern built infrastructure.
Through this funding, POLAR enabled various academic institutions, Indigenous organizations, northern communities and other not-for-profit organizations to carry out projects that encompassed the following key elements:
  • respectful incorporation of both science and Indigenous Knowledge (IK) in project design and implementation;
  • leadership and involvement of Northerners, including communities and Indigenous peoples;
  • integration of training and capacity building at the local or community-level; and,
  • a coordinated, collaborative and interdisciplinary approach.
The following are examples of specific project results:

POLAR’s financial support has supported the graduation of nine Nunavummiut enrolled in the Nunavut Arctic College’s Environmental Technology Program, preparing them for science and technology careers, and has also supported projects which allowed Canadian researcher participation in the National Aeronautics and Space Agency’s (NASA) Arctic Boreal Vulnerability Experiment (ABoVE) initiative, which is supporting research for evidence-based decision-making regarding climate change adaptation in Canada’s western Arctic boreal region.
Comments on variances Actual spending was more than planned spending primarily due to an internal re-alignment of funding to fulfil POLAR priorities and commitments.
Audits completed or planned No audits have been completed and there are currently no planned audits.
Evaluations completed or planned POLAR’s first evaluation is tentatively planned for fiscal year 2019-20.
Engagement of applicants and recipients Open calls for proposals which are posted on POLAR’s website as well as targeted calls for proposals are utilized to solicit proposals from potential applicants. In-person or teleconference meetings with recipients promote ongoing collaboration and also provide opportunities to discuss project progress. POLAR monitors recipient compliance with the terms of active funding agreements through in-depth review of financial and project progress reports that are submitted in accordance with the approved project reporting plan.
