Amendment to AV Group and Implementation of CP Group

The purpose of this message is to provide information regarding an amendment to the existing Audit, Commerce and Purchasing (AV) occupational group and the implementation of the Commerce and Purchasing (CP) occupational group in the HR to pay systems.

The AV occupational group is currently comprised of the following three classifications: Auditing (AU), Commerce (CO), and Purchasing and Supply (PG). The creation of the new Comptrollership (CT) occupational group resulted in a consequential amendment to the AV occupational group, resulting in the removal of the AU classification from the AV group and its integration into the new CT group.

Following a Federal Public Sector Labour Relations and Employment Board (FPSLREB) certification decision in 2019, the AV occupational group was renamed to Commerce and Purchasing. Consultations with various Treasury Board of Canada Secretariat (TBS) internal stakeholders and the Professional Institute of the Public Service of Canada (PIPSC) occurred and it was decided that CP would be the new acronym for the Commerce and Purchasing group. While the decision was made on the occupational group name and acronym, the work to proceed with the relevant changes in the HR systems was not immediately initiated to allow organizations to focus on the data entry required for the September 28, 2023, CT group implementation and to limit any potential errors during this phase. With that work now complete, it is time to proceed with updates to the HR systems which will reflect the new name and acronym of the CP occupational group.

The new acronym will appear in the HR systems in the coming months but will vary by organization depending on their capacity and HR systems technicalities. The Office of the Chief Human Resources Officer (OCHRO) will provide organizations with instructions regarding the system-related requirements.

We encourage you to share this information within your organization and inform employees of this upcoming change in the system. It is important to note that this is simply a change of acronym which does not have any impact on employees' positions or their pay.
