Amendments to certain qualification standards

The purpose of this bulletin is to advise departments and agencies of the recently approved amendments related to certain Qualification Standards. The revisions take effect on June 21, 2021 and are available on the Government of Canada site.
General
These amendments are intended to meet our commitments on inclusiveness, improve recruitment potential, and provide consistency in policy application, and they reflect feedback received from consultation with various stakeholders.
Highlights
Overview of the changes:
- Including an umbrella statement for all qualification standards regarding the retention of acquired rights for certain laid-off employees in a work force adjustment (WFA) situation. This would align with the intent of the National Joint Council Workforce Adjustment Directive and WFA appendices in some collective agreements, to maximize employment opportunities for indeterminate employees affected by WFA situations.
- Commerce (CO): Adding a manager-approved alternative to allow for a combination of education, training and/or experience to the previously approved decision to require only a degree.
- Aircraft Operations, Engineering Test Pilots (AO-ETP): Updating the training requirements to address recruitment issues.
Application
From the effective date forward, departments are to use the revised Qualification Standards.
Selection processes which were started prior to the effective date of the amended Qualification Standards will be subject to the Qualification Standards in effect prior to June 21, 2021.
Advertised job postings will be reviewed to ensure compliance with the amendments. Where issues are identified, departments will be contacted.
