Living Cost Differential (LCD) Survey Results for Saskatchewan Region

Please distribute this notice to employees at your headquarters and regional offices who are involved in the administration of the National Joint Council (NJC) Isolated Posts and Government Housing Directive (IPGHD) allowances.

The results of the Statistics Canada surveys of the Living Cost Differential (LCD) indexes were approved by the National Joint Council Isolated Posts and Government Housing Committee (NJC-IPGHC). For locations where the LCD classification level has increased, these changes are retroactive to as specified in section 2.11.2 of the IPGHD and payments resulting from these changes are to be administered in the same manner as retroactive increases to an employee’s pay.

For the seven locations where there is a decrease in the LCD classification level, departments shall provide a written notice to employees affected by the change within 60 days of receiving this notification, pursuant to section 2.13.2 of the IPGHD. The reduction will be effective on the first day of the fourth calendar month after the month in which written notice was received as specified in section 2.14.1. An e-mail is considered an acceptable written notice.

A total of twenty-three (23) isolated posts were reviewed and the results can be summarized as follows:

The revised LCD classification levels are reflected in Appendix A for the isolated posts. Employees and regional staff can direct any questions on this subject to their Designated Departmental Coordinator.
