Program and Administrative Services (PA) Group Collective Agreement - Changes to Appendix J, Compensation Advisors Retention Allowance

Introduction

On , the Treasury Board and the Public Service Alliance of Canada (PSAC) signed a new collective agreement for the Program and Administrative Services (PA) group, which includes changes to the Memorandum of Understanding (MoU) Between the Treasury Board and the Public Service Alliance of Canada in Respect of the Program and Administrative Services Group: Compensation Advisors Retention Allowance as outlined in Appendix J.

This bulletin provides information to departments and agencies in the core public administration (CPA) on the principal changes to Appendix J.

These changes will be implemented in accordance with the provisions of the Memorandum of Understanding Between the Treasury Board of Canada and the Public Service Alliance of Canada with Respect to Implementation of the Collective Agreement.

Changes to Appendix J

The changes to Appendix J include a distinction between the amount of the retention allowance a Compensation Advisor will be entitled for based on the following:

  • Compensation Advisors and employees working in compensation operations at Public Service and Procurement Canada or departments not serviced by the Pay Centre who perform work directly related to compensation operations, including processing transactions, at the CR-05, AS-01, AS-02, AS-03, and AS-04 are now eligible for a $3,500 allowance.
  • Compensation Advisors performing duties at the AS-01, AS-02, and AS-03 levels working in compensation operations in departments serviced by the Pay Centre in a position eligible for the $2,500 allowance under the previous collective agreement expiring on , and who are not entitled to the $3,500 allowance are now entitled to an annual allowance of $2,500.
  • For clarity, the $2,500 allowance is intended for new and current compensation advisors occupying an eligible position.
