What do we buy
Public Services and Procurement Canada (PSPC) is to establish a NMSO for government departments, agencies, Crown corporations, and organizations participating in the Canadian Collaborative Procurement Initiative (CCPI). This procurement tool is used for the purchase of the following 6 categories of hand tools:
- hand tools, edged, non-powered such as:
- chisels
- pipe cutters
- hand saws
- hand tools, non-edged, non-powered, such as:
- hammers
- pliers
- screwdrivers
- ratchets
- sockets
- hand tools, power driven, such as:
- drills
- demolition and drill hammers
- sanders
- drill bits, counter bores and countersinks: hand and machine
- taps, dies and collets: hand and machine
- tool and hardware boxes, including:
- tool bags
- tool belts
- mobile tool boxes
How do we buy
- Standing offers (SO) are used to buy hand tools
- Suppliers are typically hand tool manufacturers and/or distributors with a network of Canadian distribution points
- Prices are delivered duty paid to destination
- Suppliers compete by offering manufacturer’s suggested retail prices from a published price list and percentage discounts per manufacturer within each class
- The responsive offeror offering the highest discount per manufacturer within each class is issued a SO
- Users can select the SO offering the hand tools meeting their requirements
Socio-economic aspects
2 bid solicitations are issued for the requirement. 1 is open to all suppliers and the second is set aside under the federal government Procurement Strategy for Indigenous Business.
Value / Savings / Considerations
As a result of the business volume, economies of scale are generated by the use of the SO. CCPI participants benefit from having quick access to a wide selection of hand tools as well as being able to use an efficient procurement method to fulfill their requirements.
