What do we buy

Public Services and Procurement Canada is to establish a NMSO for government departments, agencies, Crown corporations, and organizations participating in the Canadian Collaborative Procurement Initiative (CCPI), including areas subject to comprehensive land claims agreements (CLCA).

This procurement tool is used to purchase various configurations of utility terrain vehicles (UTVs).

How do we buy

  • Currently UTVs are procured via standing offers (SO) resulting from distinct solicitations for UTVs
  • Suppliers are either distributors or manufacturers of UTVs
  • The standing offer has 7 groups of UTVs from which client departments may select from in order to meet operational requirements. For some groups, client departments may also select from SO set aside for aboriginal businesses
  • Offerors are to provide a list of Factory Certified Warranty Providers (FCWP) within the 150 km radius of the city centers specified in the solicitation. The FCWPs are the location from which clients obtain the UTVs, and for the provision of warranty repair and service
  • Suppliers are to compete by offering prices for each of the UTV groups specified in the solicitations. Offers are evaluated on an aggregate price basis per group, for all items of the group. Offerors are to provide firm lot price (manufacturer’s suggested retail price (MSRP) minus a percentage as offered) per vehicle/equipment delivered duty paid to destination within a radius of 150 km of the specified city centers. The SO allows for delivery on a cost reimbursable basis outside the 150 Km radius
  • The responsive offer with the lowest evaluated aggregate price per group is recommended for issuance of a SO
  • SO are issued to qualified suppliers on a national basis by group. It’s possible for one supplier to qualify for all groups of UTVs

Socio-economic aspects

2 solicitations are issued for each requirement, one was open to all suppliers and the other was set aside for aboriginal businesses.

Value / Savings / Considerations

The vendors will be asked to submit a price based on MSRP minus a set percentage. This will allow this tool to continue to be used for up to 5 years while maintaining good value for end users.
